Speed/Throughput Issues ADSL/Cable Modem to Cisco Router

Does anybody know why a Cisco 3640 would cut traffic speed in half on
a 7Mbit pipe from an ADSL modem or a Cable modem?
Telecom, Cabling and VoIP continues...
